In Feb 1983, during the Martial Law, in Poland was issued a traffic law, in accord with which every child, and the grown-up without a car driving licence, had to have a bicycle driving licence, so called Karta Rowerowa. (BDW: Prior to that date, till 1964, there was totally another document called Karta Rowerowa, which proved legal ownership of the bicycle.)
Disobedience was fined, recedivism justified cycling ban, and the disobedient to the ban were sent to prison. Sic! Since then to this very day in Polish prisons people rot for the bicycling, or for recalcitrance to the cycling injunction. Nowadays the mechanism of imprisonment differs in details, still, thousands of Poles, are imprisoned for driving a bicycle. Shame, but our parliament (Sejm) has no time to change that. Too busy. Also on this forum you should find, that the readers are much less interested in changing the very law, than in for instance the "Smolensk Catastrophe".
